Designed and ran a research program on harmful manipulation and election security. Its working paper, The Capability–Deployment–Effect Gap, separates what a model can do, how it is deployed, and what it demonstrably causes.

Office of the Prime Minister of Spain
AI strategy, safety, and state capacity at the center of government. Led, designed and built PresidencIA, the cabinet-wide AI adoption program that mobilized hundreds of officials, and two of its applications, ServetIA and CiudadanIA, all selected following OECD review for the OECD.AI Policy Observatory.
